I concur in appointment of Gordon Smith as
Regarding remuneration, I feel that it would be more appropriate to regard the Chairman as on a par with the Attorney General and Financial Secretary and remunerate him on that basis 1.0., $1,450 per mensen. If that is agreed I consider that suitable remuneration for members for whole-time duty would be $1,200 per mense. If. you consider that $1,350 is minimum you could offer I should
however, raise no objection. I assume, however, that members would normally be occupied part-time only and in that case I suggest payment of suitable fees as mentioned in paragraph 3 of my circular despatch of 30th August 1949.

I appreciate that remuneration is a matter for your decision in the light of local circumstances and having regard to the position of the members selected. As Public Service Commissions are being set up in other Territorie: however, I am anxious that no undesirable precedent should be created and I would be grateful if you would have reagrd to this.

Regarding paragraph 10 of your telegram I would invite reference to the general principles outlined in my circular saving telegram of 4th August, 1949. circumstances I see no objection to Gordon Smith drawing full emolumenta of the post in addition to his pensions.

As regards your savingram No. 972 of the 25th October, I am disturbed by the terms of the amended clause 11(1)(e) regarding promotion and consider it unacceptable. The amended clause must, I feel, convey the implication that all superscale posts will normally be filled by local promotion from the time-scale. There is however as you know a certain range of posts for which I am committed to consider candidates throughout the Colonial Service. Commission could not be in a position to know the field of suitable candidates. Under the original wording having regard to the definition of "appointments", vacancies in such posts would presumably not have been referred to the
